Girl Scouts: Update to the Washington DC Sign Up--Who can't go?

Hi everyone!

I've updated the sign up page for the Washington DC "Who's interested" page to include a spot to sign up if you know for sure your scout cannot go.

Please let me know if that's the case so we can figure out what the upper cap is for numbers of trip go-ers.
